403 Forbidden error on Payroll/Employees. Payroll add-on not activated. How to enable payroll access?

In QuickBooks Online, the Employees and Payroll features are only available if you have an active QuickBooks Online Payroll subscription. If you don’t have a payroll subscription yet, here's how to subscribe:

1. Sign in to QuickBooks Online as the primary admin or a user with billing permissions.
2. Select the Gear icon in the upper-right corner.
3. Choose Subscriptions and billing under the PROFILE section.
4. Locate the QuickBooks Online Payroll tile and choose your plan.
5. Proceed to subscribe and follow the prompts.

After that, you can proceed to activate and set it up:

1. Go to All apps and select Payroll in the left menu.
2. Choose Get started or Activate Payroll.
3. Follow the setup wizard.
