I'd also recommend reaching out to our live support teams for QuickBooks Online International. They have additional tools to quickly determine what's causing the quotes to appear corrupted when downloading them.
Here's how to reach out to them:
Click the Help menu in the upper-right-hand corner of QBO.
Proceed to the Assistant tab.
Type in "contact support" in the chat box and press Enter.
Choose Contact Support Team at the bottom of the screen.
