Do I need the Plus plan to upload custom invoices?

Let me shed some light on importing custom forms. Then, share an alternate solution to resolve your concern. 

New QuickBooks Online (QBO) accounts won't have access to the Import Styles option in QuickBooks Labs after June 29, 2021. However, existing users can continue to upload and save DOCX templates.

You can consider using a third-party application to help import your invoices into QBO. I've attached an article that discusses in detail how to personalise and add specific information to your sales forms: Customise invoices, estimates, and sales receipts in QuickBooks Online.
