Firstly, you'll need to add the Tobacco tax in QuickBooks Online (QBO). Here's how:

1. Click Taxes from the left menu.
2. Select Add tax and choose Tax rate.
3. Enter the tax name (Tobacco Bottle) and choose the tax agency from the drop-down.
4. Click Save.

Once done, let's now group the VAT and Tobacco tax. Please be guided to the steps below:

1. In the Taxes menu, click the Add tax again.
2. Choose Group rate.
3. Enter the group name (VAT and Tobacco).
4. Select the tax rate for VAT and Tobacco from the drop-down. Then, choose what amount they're applicable for.
5. Click Save.

After setting it up, you can now use the group rate when creating an invoice.
