If you want to reactivate your QBO account, you'll be prompted with the Billing & Subscripiton page where you can enter your billing info. If it doesn't appear, you can use these steps:

1. Log in to qbo.intuit.com.
2. From the Gear icon, click Account and settings.
3. Click the Billing & Subscription menu.
4. Go to the QuickBooks Online section and update your billing info from there. 

Try signing out and signing back in to the account to refresh saved data.
