Will there be QB portal available at read only mode for India customers after April?

If you mean to a portal is another link to access your company file as read-only, then that's unavailable. Please know that after 30th April 2023, QuickBooks Online (QBO) India is no longer supported. Thus, access in any form is unavailable.
