The expense claims option is currently available in the QBO Advanced version. Kindly check your subscription plan to verify. To check your plan, go to Settings and click on Billing & Subscription page.
If you wanted to use and assign users with expense claims option, you will need to upgrade your subscription to Advanced version. Check this link to see features and pricing for each plan https://quickbooks.intuit.com/au/pricing/.
It's not there in the Advanced version either. I just spend 1/2 hour on the phone with support and they couldn't give me any information about it. The instructional video is still active, but any articles have been removed. The expense claim management was the main reason we upgraded to the Advanced version. Quickbooks tutorials are severly lacking..... why would you not update the How-to's when you change features. Very poor effort from QuickBooks.
