can i know if it is normal in quickbook when you are creating a bill to miss tax option, while it used to be there for you to select ??

We're aware of the situation, and our engineers are working to restore full functionality as soon as possible. In the meantime, you'll want to log out and back in or try a different browser to restore the missing sales tax column.  
 
For any transactions created yesterday between 8:45–11:15 AM PT, you'll also need to open and re-save them to update the tax amounts.
