I'll handle your query about adding the payroll service in QuickBooks Online (QBO), @1604142.
You can manually record payroll transactions since the payroll service is unavailable in the International version of QBO. You can use journal entries for this process.
Take the following steps below as an example:
Go to the + New menu.
Select Journal Entry.
Enter the paycheque(s) date under Date.
Debit and credit accounts. I suggest consulting your bookkeeper or accountant for this part.

QBO Global version doesn't have the payroll feature. For some countries, you may have a 3rd party payroll app to integrate with your QBO account. Otherwise, you can import payroll data as journal entries.
Thanks for joining in this forum, @Yolanda7. As mentioned by our Community Backer Fiat Lux - ASIA, QBO Global version doesn't have the payroll feature. Hence, you'll have to either manually record it or integrate with a third-party app.

Select Journal Entry.

Click Save.
