The late fees feature is only available for QuickBooks Online (QBO) US versions, Jessica. I'll explain this below and provide an alternative solution so you can track late fee charges.
The reason the late fees option is not available in your company settings is that the feature is exclusively provided in the US version. However, we can manually add the late fees as a line item in your invoices so you can still track them.
To begin with, here's how to set up an item for your late fees:
Sign in to your QBO account.
Go to the Settings icon and select Products and Services.
Click the New option.
In the Product/Service information, choose Service.
Enter Late fees for the name and select Fees as Category.
Tick the box I sell this product/service to my customers.
Once done, click Save and close.
Let's now add the item to your invoices:
Go to the Sales tab and select Invoices.
Choose the specific invoice you want to add late payment charges.
