Currently, we have an on-going issue where users, like you, are unable to establish a connection with PayPal in QuickBooks Online. Rest assured that our engineering team is in all hands working to fix this as soon as possible.
In the meantime, let's consider uploading a list of your transaction in a CSV file format by following the steps below:
Go to Banking.
Under Link account, select Upload from file.
Find and open the CSV file of your transactions.
Map your transactions according to the appropriate columns in QuickBooks.
However, I'd still recommend contacting our Customer Care Support so your account on file will be added to the list of affected users. Once on the list, you'll receive all the available updates about this investigation via an email message. To do so:
Go to Help.
Select Contact Us.
Enter Unable to reconnect with PayPal in the What can we help you with? field.
Click Continue.
Choose a channel where you wish to connect with our dedicated specialists.
