I am located in Canada and am trying to purchase the online version of Quickbooks UK for a business with head office in the UK; however, when I try to purchase this product it will not let me as I don't have a UK billing address.

QBO is compliant with the rules, regulations, tax policies per country depending on where you signed up for. I suggest you create a UK dummy address to go through the process.
