Since you are unable to see the option to add an expense for Credit Card Payables, this issue can be due to accumulated browser cache. To resolve this, you can use an incognito window or a different browser.
Regarding your missing and scanned receipts, please select the Filter option, set the date range to Custom, and change the Status tab to All. It will refresh the view and display every transaction, including your full history of scanned receipts.

I can certainly understand how an ability to add expenses with a CC payable category could be useful and have submitted a suggestion about it as of today.
You can also submit your own feature requests while signed in.
Here's how:
Use the Gear icon in the top right.
Go to Feedback.
Enter your product suggestion(s).
Select Next to submit.
You can also submit feedback from within the mobile app:

Tap Menu, then More.
Select Send feedback.

In regard to your second question, you can find the transaction history on your Transactions screen:
In the left-side menu, go to Transactions.
Use your Filter option to adjust the date range or view categorized transactions.
As for scanned receipts, there isn't currently a receipt capture feature in QuickBooks Solopreneur, so you won't find a page or menu that stores a list of scanned receipts. All transactions are stored on your Transactions screen.
To verify my understanding, were you previously using a different product, such as QuickBooks Online or QuickBooks Self-Employed? If so, I'd recommend checking your Switch Company option by using the Gear icon, then going to Switch Company. If your old account is listed there, you can click to it to see if there's an option to view the read-only historical data.
