Edit Customer Link missing

The Edit Customer link located below the billing address in the "Bill to" field at the top of the invoice form flashes briefly when I open a new invoice then disappears. This happens with 3 different browsers on 3 different computers I've tested it on. Even tried incognito mode and cleared cache. I miss the feature. Any suggestions on getting it back?
