I assume you're aware that this forum is for QuickBooks which is nowhere near an ERP system.  Discussions here don't get into ERP systems and I don't think I've seen any regular users discuss ERPs, myself included. 

But, since you're posting this question on Intuit's website, the only option from Intuit is Intuit Enterprise Suite (IES).  It was released in October and is designed to check all the boxes - sales, projects, HR, finance, (marketing and payroll too).  Not sure what you mean by recruiting exactly and how that would work with IES. I have not used it personally but its purpose is to serve as a lower-cost ERP.  Its cost (from what I understand) is ~ $200/user/month.
