How do I change a rule marked (deleted) deleted it -or remove it?

Hi there, ptedescocfp. When you remove or delete a rule, it should no longer appear on the list.

However, since the deleted rule is still visible, could you provide a screenshot of where in QuickBooks you are seeing it? This will help us determine why it's still showing up on your end.
