QB Invoice - What Triggers Payment via Bank Account?

Vendor submitted invoice for $X.00.

My QB payments account (Credit Union account) paid it.  QB did not require that I approve payment.

Is this normal?  

Or did payment occur in error?

Where is page for me to set payment parameters, such as, I approve the invoice?
