QBO Recurring Payments page is giving 404 error

I’m trying to setup a recurring payment for a customer for the first time. When I navigate to:

Gear/Settings → Recurring Transactions → New → Payments

I get a 404 error with this page URL:

https://qbo.intuit.com/app/recurringpayment

Is there something I’m doing wrong? Does it have to do with my QBO subscription level?
