There's no reported product investigation at the moment when creating new pay run. Let's perform some basic troubleshooting steps to isolate the situation. Sometimes cache stores up in the system causing problems on the web pages.
Let's access your QuickBooks account using a new incognito window. Here's how:
Ctrl + Shift + N (Google Chrome)
Command + Shift + N (Safari)
Ctrl + Shift + P (Mozilla Firefox)
Now, access your QuickBooks account and attempt to create a new pay run. If this works, let's go back to you default browser and perform a clearing cache and cookies.
If the behavior is the same, I recommend using a different supported browser. As the one you're currently on may be having a temporary issue with QuickBooks.
