Unable to finalize the payroll, the button to action is hidden, I have tried opening Quickbooks in three browsers but they are all the same.

This can happen if you are using a laptop or a smaller screen and the Employee section is not fitting to the page. 

If you zoom out of the page using the Ctrl and - (minus) keys you should be able to see the Finalise button.
