How do I give may Payroll Manager the ability to export time to QB?

Mike, the Payroll Manager already has the ability to export time data to QuickBooks Online.

Once time entries are approved, you can sync them directly to QuickBooks Online by either clicking the QuickBooks logo or selecting the Export Approved Time button.

Please note that only Administrators and the Managers can export a CSV file of time entries from QuickBooks Time. If the Payroll manager needs this functionality, you'll need to update their permissions accordingly. You should be able to smoothly create paychecks for you employees in QuickBooks Online.
