You may be experiencing some system issues thus, the customer with 0 balance appears to be available for sending statements.
You can run some troubleshooting steps to identify what causes the issue. You can start with sending statements on an incognito window. It is the safest place to know browser-related concerns. I've added these shortcut keys to open one:
Google Chrome: Ctrl + Shift + N
Mozilla Firefox: Ctrl + Shift + P
Microsoft Edge: Ctrl + Shift + P
Safari: Command + Shift + N
If it works, you can go back to a regular browser and clear its cache. A piled cache can also be the reason for some unexpected issues on the opened pages.
You also have the option to switch to a different browser like Google Chrome, Mozilla Firefox, Safari, or Microsoft Edge.
