Description:
I am the sole user and primary Company Admin on my QuickBooks Online account. I created a custom report today. The report is saved with Share: All. When I attempt to open, run, or edit the report, I receive the error:
"You do not have permission to view this report."
Steps to reproduce:

Go to Reports → Standard reports

Open a base report and apply customizations

Click Save customization

Set Share with → All

Click Save

Navigate to Reports → Custom reports

Click the saved custom report
Result: "You do not have permission to view this report"
Expected result: The report opens and runs normally.
What I've already tried:

Confirmed I'm logged in as the correct (and only) user

Confirmed my role is Company Admin with full report access

Tried in an incognito/private browser window — same error

Deleted the report and recreated it from scratch with Share: All — same error

Classic View is not available (retired)
What still works:

The report exports to PDF successfully from the Custom reports list

All other standard and custom reports work normally
Impact:
I cannot view, run, or edit the report in-app. I can only get the data via PDF export, which defeats the purpose of a custom report (filtering, date range changes, etc.).
Suspected cause:
Server-side permission flag not being set correctly on the report object during save, despite "Share: All" being selected. The fact that PDF export works but in-app viewing does not suggests the report object exists but its access metadata is malformed.
