Is there a way to export a budget that includes reference information such as last year's budget? If so, can the edited budget in Excel be imported back into QBO?

The ability to export your budget which includes its reference information for the last year is unavailable, @wvcello. Let me offer some workaround to help you with this process.

We can generate budget reports and customize them, so they show the data you'll need. This way, you'll be able to easily compare last year's budget with this year's, providing clear insights. To do so, here's how:

1. Go to the Gear icon, then select Budgeting.
2. Locate your budget from the list and click the dropdown button to choose either generating the Run Budget Overview report or Run Budgets vs. Actuals report.
3. Once on the report page, head to the Report period and customize the From and To section. 
4. Navigate to the Export/Print dropdown on your upper right corner. 
5. Select Export to Excel, then open the downloaded file.

Additionally, if you're not using the standard QuickBooks budget template, importing your budget won't be possible. In this case, you'll have to use the exported budget report as a guide to manually create a new budget in Excel that follows the correct template. Please follow the steps below:

1. Download the budget template from the software. 
2. Make a new budget and ensure to use the template you've downloaded to avoid any error when importing. 
3. Upload your template to the software.
