Sales by Item Summary Report - Dropped Taxes

Last week the Sales by Item Summary Report stopped showing all non-inventory items on the report.  We use this report to complete our tax returns every month.  Now it only shows the inventory items.  No taxes are shown.  We are using Enterprise version R18_67.  I have some employees that don't have the most updated version on their computer and they still can see the non-inventory items.  I tried all the different suggestions on selecting all items and going through and selecting the specific items in the filters.  Nothing has worked.  Any ideas on what caused this and what we can do do fix it?
