Let me share something about GSTR3B.

Section 4.A.5 All other ITC shows the transactions that do not have a Reverse Charge. This section reports all other ITC that is not included under sections (1) and (2) of section 4.A. 

Please check the GSTR3B (GSTR 3B) report in QuickBooks. This will explain more how to fill out this form.

Additionally, you'll want to seek some help from your accountant so they can further assist you with the said form.
