At this time, QBO doesn't have a VAT code that meets the conditions you specified. I recommend finding a third-party app to help manage your taxes, especially that your business does sub-construction services.

1. Click Apps on the left navigation bar.
2. Use keywords to search for an app that can handle your tax.
