Saved custom sales tax rates no longer appear via Customer Invoices

The saved, custom sales tax rates I have no longer appear as options via the dropdown for "Select tax rate" on Customer Invoices.  Previously, they would all appear, but now they have disappeared.

I've checked the Settings to see if something has changed, but I don't see anything abnormal.  I'm inclined to think this is yet another bug.  Any help?

The custom sales tax rates dropdown will show only if the tax rates are active, BusinessPerson5. Since you've confirmed there are no changes in your settings, I recommend performing some troubleshooting steps to isolate the issue.

You can clear your browser's cache. This removes the webpage data that's causing the issue. If the problem continues after clearing your cache, consider trying other supported browsers that are installed on your system as an alternative.

No answer from QB support?   This issue still persists.

Whoops, didn't see the reply.

I've tried other browsers and the desktop app and it's all the same:  no custom sales tax rates appear.  "Clearing the browser's cache" has never been a solution for the problems I've encountered with QB - please provide realistic troubleshooting.
