Cannot see enter new bills in Quickbooks

New to quickbooks, and using 4.0.9.35 on Mac.

I am trying to enter a bill, instead of an expense, as I do not intend to pay the bill just yet.

But I cannot see "enter a new bill" anywhere...

Am I missing something?

Please help.
