This error means a Close the books date in QuickBooks Online (QBO) is preventing changes to transactions on or before that date. Check the transaction dates, and if they fall within the locked period, an admin must enter the closing password or update the closing date to proceed.
If you have admin access, you can check your closing date settings by following these steps:
Go to the Gear icon and select Account and settings.
Choose the Advanced tab from the left menu.
Look in the Accounting section to view your closing date details.
