Why can't we see the "customise" function at the bottom of the screen when creating estimate/invoices? enabling us to print/ send custom docs when user is restricted

Only users with admin-level access (primary or company) have access to view and use Custom form style templates. This is linked to the Customise button on the sales form (invoice and estimate) meaning only admin users will see the function.
