First please check that you have the VAT rates switched on by going to Taxes > Edit VAT > Edit rates and turn on.
If the codes still do not appear on the drop-down when entering the transaction, please test that this is not caused by a cache issue on the browser by clearing the cache accessing via a private browsing window.
