There is no way to do a no vat template, all you can do is make sure the default it set to no vat  by following these steps - Cog wheel >account and settings > advanced > accounting> default tax rate selection> click the drop down arrow to NO VAT> save When you then go to create an invoice for example the vat code box will not show for you anymore. You can include that the VAT parts of the invoice, such as VAT reg number and VAT summary will only be included if the invoice is created with VAT on.
