Why is there a -1980% VAT rate?

I am seeing under Select VAT in Banking the following at the top of the list: "20.0% ECS (-1,980% Purchases)"

This is not the way the code is designed to work, Could you click into your Taxes Section, and into Edit VAT and "Edit Rates" and then send us a screenshot of the codes, if there is an edit button on 20.0% ECS, please click it, and screen shot us what you see.
